PRIMARY PERMIT:

Required for removing structures, including accessory structures with a roof area (including overhangs) of more than 120 square feet.
MANDATORY PRE-PERMIT REQUIREMENTS:
2. Asbestos Survey. (Puget Sound Clean Air Agency - PSCAA)
You must meet asbestos survey requirements before you can obtain a demolition permit.
3. Rat Abatement Program.
All demolition permits require at least 15 days of rat abatement by a licensed pest control company immediately prior to the start of work.
ADDITIONAL REQUIREMENTS & DOCUMENTATION:
4. Waste Diversion Plan & Report.
All demolition projects must submit a Waste Diversion Report to Seattle Public Utilities(SPU).
If your project is greater than 750 square feet, more than $75,000, or contained demolition, you must submit a waste diversion report to SPU within 60 days of final inspection approval.
Report must identify actual materials produced, their quantity, the hauler, and where materials were taken for reuse, recycling, and disposal.
5. Stormwater Control Plan.
If you will disturb less than 5,000 square feet of area, include a Small Demolition Construction Stormwater Control Soil Management Plan.
If you will disturb 5,000 or more square feet, include a Standard Construction Stormwater Control and Soil Amendment Plan.

WHAT COUNTS AS "SOFT DEMOLITION" OR INTERIOR STRIP-OUT:
Interior strip-out work that only needs a construction permit includes:
Removing drywall and interior finishes.
Taking out non-structural partition walls.
Removing flooring. (carpet, tile, hardwood)
Stripping out cabinets and countertops.
Removing interior doors.
Removing trim, baseboards, and molding.
Stripping out cabinets and countertops.
Key Point: As long as you're not touching structural elements (load-bearing walls, floor joists, roof trusses), you're in "soft demolition" territory.
Interior demolition and strip-out services require a construction permit, not a demolition permit. This is faster, cheaper, and less complicated than full demolition permitting.
However, you still need to:
Pull the proper construction permit.
Follow building codes.
Test for hazardous materials in older buildings.
